In Moldova sunt înregistrate clustere în industria textilă, cea creativă şi în turism * aceste concentrări de instituţii şi companii interconectate s-au organizat în regiune, cu precădere în ultimii doi ani.
Regiunea de Nord-Est apare pe harta clusterelor din România cu patru astfel de entităţi în care un grup de firme se asociază şi cooperează cu autorităţile locale şi universităţile din acea zonă. Clusterele oferă pe lângă reprezentativitate în negocieri şi soluţii inovatoare la problemele cu care se confruntă firmele care se organizează în această formă.

În comparaţie cu vestul şi centrul ţării, unde s-au impus astfel de foruri din industria auto, cea a lemnului ori a valorificării energiilor regenerabile, în Moldova s-au dezvoltat clusterele din industria creativă. Astfel, la Iaşi, din 2011, există un pol de competitivitate în industria creativă, iar anul acesta a fost înfiinţat un cluster pe domeniul new media. Suceava apare cu un cluster pe domeniul turismului, iar la Neamţ, din 2010, a luat fiinţă Clusterul Astrico Nord Est, în industria textilă.

„Anul acesta ne-am organizat în această formă de cluster, dar noi funcţionam şi înainte. Pe lângă o asociere de firme de acelaşi tip sunt incluşi acum furnizori din lanţul logistic. Avem şi o cooperare cu Universitatea Tehnică «Gheorghe Asachi». Într-un cluster se naşte o sinergie între firmele care-l alcătuiesc“, a spus Marius Alexa, reprezentantul „New Media Iaşi“, care vizează dezvoltarea de produse şi servicii online.

„O altă putere de negociere“

Totodată, din noiembrie 2011 a fost constituit la Iaşi şi un pol în industriile creative. „Polul de competitivitate este un pic peste cluster. Din acesta fac parte patru patronate, o asociaţie profesională, 11 firme din industria creativă, Primăria Iaşi şi Universitatea Tehnică. În industria creativă contează IT şi drepturile de autor, dar nu se reduce doar la asta”, a explicat Mihai Lupu, reprezentantul polului din industria creativă Iaşi. Acesta a menţionat că prin polul de competitivitate intenţionează să atragă fonduri europene alocate prin Ministerul Economiei pentru integrarea firmelor într-un cluster. Totodată, este în pregătire un parteneriat public-privat cu municipalitatea ieşeană pentru amenajarea urbană a albiei râului Bahlui în zona Tudor Vladimirescu. „Prin această formă de organizare, fiind un număr mare de angajaţi există o altă putere de negociere cu autorităţile locale şi se creează schimburi de cunoştinţe între firme din domenii interconectate“, a adăugat Lupu.

 Bani europeni pentru perfecţionare

Pe de altă parte, la Suceava s-a dezvoltat un for ce are drept scop dezvoltarea turismului la nivelul regiunii, iar la nivelul judeţului Neamţ, în 2010, a fost înfiinţat Clusterul Astrico Nord Est, ca vector de relansare a industriei textile şi a producătorilor din regiunea Moldovei. Acest cluster are membri din aproape toată Moldova. Printre aceştia se numără Rifil SA Săvineşti, Ausburg SRL Piatra Neamţ, Anca Rom SRL Bacău, Jatex SA Botoşani, Ema SA Piatra Neamţ, S&B Comp SRL Dumbrava Roşie, judeţul Neamţ, Smirodava SA Roman, Sofiaman SRL Târgu Neamţ, Sporul CM Iaşi, Staro SRL Piatra Neamţ, Bucovina Tex SA, Rădăuţi, judeţul Suceava.„În ultima perioadă, atât activitatea asociaţiei noastre, cât şi a clusterului a crescut. Noi derulăm, în această perioadă, un proiect de calificare în meserii specifice industriei textile, proiect ce va fi finalizat la sfârşitul anului viitor şi este din fonduri europene“, a spus Şerban Strătilă, preşedintele colegiului director al Astrico Nord Est.

The benefits of developing clusters and supporting their activities has been known to Europe for a long time. Therefore they constitute an essential part of business policy. The assumption that business, science and authorities of different levels may collaborate on a common ground has resulted in creating a cluster based policy (CBP). Special tools and activities has been evolved to amplify competitiveness of economy and to encourage expanding the existing and organizing new clusters.

 

One of the cluster based policy instruments is benchmarking. It allows searching for the most effective operation methods through comparing those used in a cluster to the one considered to be a model. The concept came up in 2008 as an idea of a group of benchmarking and cluster theory specialists.

 

The analysis consists of two integral parts:

  • cluster characteristics (region of formation, field of operation, management structure, development models and phases, external projects and objectives);
  • cluster benchmarking – concentrated on comparing the development stage in diverse operation fields, and in result, on strengthening its position on the market, recognizing the best-functioning ones and presenting good solutions and examples of their implementation.

 

Cluster benchmarking covers the following areas:

  • resources (HR, financing and infrastructure);
  • processes (market activity, communication within the cluster, knowledge gathering and innovativeness, marketing and PR activities)
  • performance (HR development, amplified competitiveness of the cluster and its members, enhanced innovation and international cooperation);
  • development potential (regional and institutional environment influencing the cluster growth, impact of the cluster support policy, as well as strength, status and effectiveness of the cluster coordinator/leader and its members);
  • strategy (economy of scale, creating knowledge and innovation networks, impact on business and natural environment).

 

The key objectives of cluster benchmarking include:

  • promoting the idea of clusters;
  • gathering knowledge on the most up-to-date stage of clusters’ development and their internal processes;
  • showing the best solutions and practices applied in clusters;
  • providing clusters with information on how to improve their performance, gain knowledge and learn;
  • recommending activities concerning cluster support policy to be implemented both on the country and regional level;
  • suggesting recommendations for other supporting entities that cooperate with clusters (especially for R&D institutions as well as innovation and entrepreneurship support centres).

Marius ALEXA, initiator of this cluster project, named me as manager of the New-media cluster in Iasi. His choice is probably motivated by the fact I have a background in multichannel communication and I have time to focus my energy on the development of the cluster.

I want to make a short presentation about myself in order to know more about my motivations.

My name is Franck SALIOU. I’m twenty-five years-old. I’m a French volunteer. I have a Master degree level in Marketing and IT&C.

Before coming here, I worked in the marketing department of the second bank in France (Crédit Mutuel) during one year and a half. Specifically, I was within the Customer Relationship Management office. My job was elaborating customer segmentation, ie I had to target the customers for maintaining a personalized relationship according to their needs. In fact, thanks to an effective Information system, we are able to use a database with one hundred indicators for each customer. From there, we can research some correlations between the customer typology and its latent needs.

During my studies in webmarketing, I learnt how to optimize SEO and analyze performances of websites. The e-commerce is booming, the market is far to be mature, so lots of opportunities are to be exploited.

Now, I’m here in Iasi, for a period of 9 months, and I get involved in a social project within the association called APEC (Asociatiei pentru Promovarea Economiei Cunoasterii). I have been here for 2 months and I’m staying again for these next 7 months.

When will be the time for me to leave Iasi (March 31, 2013), I hope that the start of Iconic would have been bright and I could bequeath Iconic in healthy to a new manager.
